Taurus--Was it Faulty Wiring-- Sister Trapped and Drowned

Hello,
I have been trying to do some research on faulty wiring in this car.  You 
see my sister was swept into a low water crossing in Texas.  I wont go into 
the legal depths for Texas, but We went after ford when we discovered on the 
911 tape that my sister could not get out of her car.  You could here her 
screaming that the windows would not roll down and the car doors would not 
unlock. this was before her car was completely filled with water.  We also 
asked that Ford be responsible and be mandated to install a hammer device in 
there cars so there is a way for people to escape there vehicles should this 
ever happen again. We did not win the case Ford DENIED DENIED DENIED.  Is 
there any awareness you have into failure from submerged Tauruses.  Pleas 
help me find the answerers or lead me in the right direction.  I would love 
to know how I could get this hammer device mandatory by automakers in all 
cars due to my sisters death and many others that have drowned the same way.
